Millstone Concord is a community comprised of seven energy efficient homes. Sunny, open floor plans offer carefree living with quality materials and fine finishes throughout. The homes were built by EMS Development in 2016.
There is one (1) affordable unit being offered by way of a lottery – 15 Ingham Lane.
The affordable detached condominium home at Millstone is a 3-bedroom unit with approximately 2,365 square feet of living area. There is an attached two-car garage, covered porch, and unfinished basement. The exterior siding is low maintenance Hardi-Plank, and the windows are Energy star rated, double hung, tilt-wash. The first floor has an open floor plan, with Living room, Dining Room, Kitchen (with stove, refrigerator, and dishwasher), mud room and half bath. There are eight foot ceilings throughout the first floor and second floor. Both the first floor and second floor living areas have hardwood flooring. The second floor has three bedrooms and 2 full baths.
The home is being sold “as-is” with the refrigerator, stove, dishwasher, and garbage disposal. The microwave, washer and dryer, refrigerator in the garage, owner-installed window blinds, owner-installed shelving, mirror in the first-floor half bath, kitchen chandelier, pool table, and basement gym equipment are not included in the sale. Certain excluded items may be available separately at the purchaser’s option through a separate written agreement, subject to applicable program requirements. Any such arrangement would be voluntary, would not be a condition of the sale, and would not form part of the approved purchase price.
The heating system is electric forced hot air and there is central A/C. The unit has access to 2 garden beds to cultivate and is located in the common garden area at the rear of the property.
The condominium is served by a private septic system and well water. Irrigation serving the condominium common areas and the individual unit yard areas is supplied by well water. Maintenance and repair of the irrigation sprinkler components serving an individual unit’s yard area are the unit owner’s responsibility and may be arranged through a private service provider at the owner’s discretion. The sprinkler system serving 15 Ingham Lane is fully operational and controlled through a Rain Bird system.
Special Assessments: The condominium association has indicated that there is a special assessment for legal fees.
Any current or future special assessment is not included in the approved purchase price and is not considered in the calculation of affordability under the Massachusetts Local Initiative Program (LIP). Responsibility for payment of any special assessment, if imposed, will be determined in accordance with the condominium documents and any agreement between the buyer and seller.
Applicants are advised that approval of eligibility and execution of a purchase and sale agreement do not relieve the purchaser of responsibility for future assessments imposed by the condominium association.
The purchase price is $303,884. Owners are also required to pay property taxes, and the 2026 Concord tax rate is $13.05 per $1,000 of valuation or an estimated monthly amount of $330. The condominium fee is currently $300.50 per month, and the Condominium Association has rules and regulations for all owners that describe the operation of the condominium.
The property is part of the EOHLC (Executive Office of Housing & Livable Communities) Local Initiative Program affordable housing program and offered at a discounted rate. As such, this and all future sales of the property will be in accordance with those guidelines and Deed Rider to the unit. This property will be sold below the market price with deed restrictions which protect the property in perpetuity using resale price limitations.

2.) Dropped off at the office: Applications that are dropped off at the office located at 37 Knox Trail, Acton, MA should be in a sealed envelope and placed into the big black metal mailbox outside the RHSO office building.
3.) Emailed: Applications may also be emailed to JenP@rhsohousing.org . If emailed, accompanying documentation must be compiled such that the total submission email/s has no more than 5 attachments, with the applicant consolidating the information. Applicants are encouraged to complete the checklist as an aide to the process.
4) SharePoint link: You may also contact Jen at JenP@rhsohousing.org for a SharePoint link where you can upload your documents. All requests for a SharePoint link shall be sent by August 5, 2026.
